Chandler PD Divisions

The Chandler Police Department (CPD) consists of 348 sworn officers, including over-hires, and 191 civilian employees. As of January 2023, CPD serves a growing population of 287,945 residents. Chandler is the fourth-largest city in Arizona and ranks as the 77th largest city in the United States.

The department is organized into three main divisions (Field Operations Division, Investigation Division, and Professional Services Division), each comprising various sections and specialized units.

Field Operations Division

Chandler Police Department vehicle with City Hall background.A uniformed police officer is the most recognizable image of law enforcement in America, and is the backbone of any police department.  Patrol Officers work a specific geographic section (Beat) over a fixed time-frame during specific days (Shift).  This holds true in Chandler with a force of 149 patrol officers, and their supervisors, assigned to 18 beats, ensuring peace and order in Chandler over a 24-hour period, seven days a week. 

Traffic Enforcement is comprised of a Motorcycle Unit that conducts enforcement, traffic collision investigations, and DUI Investigations. The mission of this unit is to reduce the collision rates through enforcement and education. These officers are trained in police motorcycle operations, collision investigation and DUI detection. Most of the officers are trained in advanced crash reconstruction. Several of the officers are Drug Recognition Experts and Phlebotomists. These officers are proficient in DUI Investigations and some work with our Vehicular Crimes Unit in criminal collision investigations. In addition to the enforcement mission, the unit conducts traffic education. They teach traffic safety in our high schools, the citizen and youth academies, and instruct civilian motorcyclists during the Civilian Motorcycle Safety classes held throughout the year. The unit attends numerous community events during the year ranging from the public safety open house, school events, HOA events, and other events where they educate and build partnerships throughout the city. The Motor Unit can be seen working the many special events in the City of Chandler during the year. 

The Bike Team is a group of patrol officers that targets street-level crimes including narcotics violations, liquor and curfew enforcement and patrols areas identified as having a recurring crime problem. The Bicycle Unit takes an active role in city-sponsored events, festivals, civic gatherings, public education opportunities and general public safety.

The Vehicular Crimes Unit investigates all fatal, serious injury, and high-profile traffic collisions.  Detective in the Vehicular Crimes Unit also conduct follow-up on hit & run collisions.

The DUI Enforcement Unit investigates and enforces the state’s roadway impairment laws, participates in regional and state-wide DUI taskforce events throughout the year, and assists at special events with Know Your Limit, a DUI education program.

The Chandler Police Department Honor Guard is comprised of officers from around the department. These officers provide final honors for fallen or retired officers, and provide color guard details for public events around the State of Arizona.

Responds to non-sworn, low priority police calls from the community in support of sworn officers in addition to assisting officers and detectives with conducting basic investigations and writing reports.

Special Operations

The K9 Unit is composed of canine and handler teams. The canines provide assistance to officers by conducting building searches, performing field/area searches for suspects and missing persons, detecting narcotics, assisting with crowd control, apprehending suspects and deterring criminal activity. The Canine Unit has been a vital part of the Chandler Police Department since 1974, and has been critical in preventing officers from resorting to the use of deadly force by incapacitating a person where the use of deadly force was imminent.

Chandler Police Department SWAT is a specialized tactical unit within the Chandler, Arizona Police Department. The team is trained to handle high-risk operations including hostage situations, armed barricades, counter-terrorism, and the apprehension of dangerous suspects. Comprised of highly skilled officers, Chandler PD SWAT emphasizes precision, teamwork, and advanced tactical training to protect the community and ensure public safety during critical incidents.

Chandler Police Department Detention Officers are assigned to work at the Gilbert Chandler Unified Holding Facility (GCUHF) and are responsible for the transportation, care and custody of prisoners to and from county and city detention areas.

Operational Support

Training

The Chandler Police Department’s Training Unit is responsible for providing ongoing annual training to all officers and civilian employees to meet federal, state, and department training requirements. This training includes advanced training, firearms, wellness/peer support, and basic training.

Community Relation

The School Resource Officer (SRO) Unit currently has twelve (12) certified police officers serving as School Resource Officers (SROs) for the Chandler, Kyrene, and Mesa Public School Districts. These officers are assigned to our high schools, junior high schools, and middle schools for the entire school year. The Behavioral Health Unit coordinates an interdisciplinary approach to assisting individuals in crisis to improve their quality of life, reduce exposure to the criminal justice system, and refer them to appropriate community services. To meet these objectives, the behavioral health unit establishes and maintains relationships with community partners and non-governmental organizations to enhance services provided to the City of Chandler. Through education, partnerships, and community engagement, the behavioral health unit focuses on best practices for assisting persons in crisis. The unit is comprised of specially trained and equipped officers committed to safety, understanding, and compassion when working with persons experiencing mental health, behavioral health, and/or substance-related crisis.

The Chandler Police Department Forensic Services Section is an internationally accredited forensic testing laboratory accredited by the ANSI National Accreditation Board (ANAB). The Forensic Services Section provides service to our customers to aid in the successful disposition of all investigations in accordance with legal and professional guidelines through the identification, documentation, collection, analysis, and preservation of physical evidence. Criminal Investigation

Special Investigations

The Threat Mitigation Unit is responsible for gathering, analyzing and disseminating information on criminal activity and the persons who are responsible for criminal activity. The goal of the unit is to provide information to all officers and detectives that will help them in their endeavors to solve crime. The unit is committed to assist and support all officers of the department with their criminal investigations.

The primary objective of the Criminal Apprehension Unit (CAU) is to locate and arrest subjects wanted for felony offenses that either have warrants, or are being sought by law enforcement. Criminal Apprehension detectives are highly trained in surveillance, apprehension operations, and routinely support patrol and investigative detective units. The Unit routinely assists the Narcotics and Human Trafficking Units with surveillance, security, and arrests. They often work with the Gang Unit when conducting surveillance and suspect research. Critical to the Unit’s success is the relationships they maintain with outside agencies, as criminals commonly cross jurisdictional boundaries.

The Chandler Police Department works to dismantle organizations which deal in drugs or are large racketeering organizations and hold each person accountable through arrest and criminal prosecution.

The Narcotics/Vice Unit investigates crimes involving dangerous drugs, illegal narcotics and marijuana distribution and usage and all related intelligence.

Property Crimes

The Financial Crimes Unit’s primary responsibility is to identify, disrupt, and investigate financial crimes committed against individual citizens and businesses within the City of Chandler. This unit investigates a wide variety of violations, to include but not limited to fraudulent schemes, identity theft, embezzlement, forgery and credit card fraud.

The primary duties associated with the Property Crimes Unit include, but are not limited to, investigations and follow-up of crimes perpetrated against property such as burglary, arson, organized retail theft and theft of vehicles including automobiles, boats and aircraft.

Persons Crimes

The primary duties associated with the Robbery Homicide Unit include, but are not limited to, investigation and follow-up of crimes against persons such as homicide, officer involved shooting, robbery, death investigations, and life-threatening assaults.  The Unit also investigates cold case homicides and missing persons cases.  

The primary duties associated with the Sex Crimes Unit include, but are not limited to, investigation and follow-up of sexually motivated crimes such as sexual assault, sexual abuse, child molestation, unlawful disclosure of images and surreptitious recording. The SCU also includes one Sex Offender Registry and Tracking (SORT) detective. This unit also investigates cold case sexual assault investigations.

The Family Crimes Unit investigates any family related crime such as domestic violence, child abuse, elder abuse, stalking, and runaway juveniles. Detectives in this unit receive special training on how to interview children and stay current on domestic violence issues. They also work hand in hand with the sex crimes unit when dealing with child crimes.

The Family Crimes Unit enables the victims and their families to receive a variety of services.

The Chandler Police and Fire Departments work in unison to provide crime victims with a continuum of support from the crisis period through the investigative and judicial processes. Chandler Fire Department utilizes their Crisis Response Team, or CR288, to assist persons with practical or emotional needs following traumatic events. Once CR288 has assisted on-scene, the Victim Services Unit continues to support crime victims through the investigative process and criminal justice system. It is the goal of the Chandler Victim Services Unit to enhance the treatment of victims and survivors of criminal acts by providing them with services that can assist them in recovery as quickly and fully as possible.

Professional Services Division

Chandler Police Department Dispatch serves as the vital communication link between the community and emergency services. Staffed by highly trained public safety dispatchers, the center handles 911 calls, coordinates police response, and provides critical information to officers in the field. Operating 24/7, the dispatch team plays a key role in ensuring public safety by managing emergencies efficiently and supporting first responders with accuracy and professionalism.

Intelligence Support

The Intelligence and Analysis unit at Chandler Police Department focuses on gathering, analyzing, and disseminating information related to criminal activity and emerging threats. By identifying patterns, trends, and potential risks, the unit supports proactive policing, enhances officer safety, and aids in the prevention and investigation of crime throughout the community.

The Chandler Police Department’s Real-Time Operations Center (RTOC) was developed to enhance public safety through real-time intelligence and advanced technology. Inspired by successful models from other agencies, CPD began by equipping dispatch with tools like Accurint, Vigilant, and traffic cameras. After seeing improved officer safety and response, the department expanded efforts, leading to the creation of the RTOC in 2023. Located in the downtown precinct’s Intelligence Support area, the RTOC now leverages over 600 cameras to support officers with live and recorded information, serving as a vital resource during critical incidents.

The Data Analysis and Reporting team at Chandler Police Department provides critical insights by collecting, analyzing, and interpreting data related to crime trends, calls for service, and department performance. Their work supports informed decision-making, strategic planning, and resource allocation, helping the department operate more effectively and transparently.

Police Technology

This section supports the mission of the Chandler Police Department though standardized tools and state-of-the-art resources; hardware and application support; efficient and effective system functionality; standardized training; application development and implementation; and a strong foundation upon which to architect future police technology.

The Technology Section is responsible for maintaining a stable electronic work environment in coordination with partners from the City of Chandler Information Technology Department. The section embraces contemporary cyber security philosophies and best-practices and encourages citizens to become knowledgeable and proficient to do the same with their personal and business technology practices.

Operational Services

Police Operation Support at Chandler Police Department provides essential support functions that keep the department running efficiently. This unit oversees key areas such as facilities management, fleet operations, uniforms and equipment, and logistics. By ensuring officers have the tools, vehicles, and resources they need, Operational Support plays a critical behind-the-scenes role in supporting daily police operations and maintaining department readiness.

The mission of Chandler Police Department’s Volunteers in Police Services (VIP’s) program is to be a resource, provide support, and foster positive interactions for all citizens of Chandler and CPD Personnel. Our VIPs enhance the delivery of police services to the community at large, as representatives of the Chandler Police Department. Our Volunteers and Motorist Assist come from all walks of life.  Many are retirees, Stay-at-home parents, and working professionals.

Volunteer positions include the following:

  • Dispatch Aide
  • DUI task force
  • General clerical assistant
  • Fleet Assist
  • Property & Evidence Assist
  • Telephone warrant compliance
  • VCU Assist
  • Victim’s services

* Investigations – Volunteers, with proper work experience and skills, may be assigned to assist special investigations sections

* Forensics – Volunteers meeting the required minimum education and experience may be assigned to assist the Forensics Unit. Additional verification of experience will be confirmed by the Forensics Section prior to placement.

We also have a Motorist Assist Team with specific required tasks and training.  They work closely with patrol officers, supervisors, and citizens throughout the City of Chandler, and drive a fully equipped “Volunteer” vehicle.  They operate in a non-enforcement capacity and will often perform the following tasks:

  • Respond to stranded motorists
  • Assist officers at collision scenes
  • Respond to parking violations
  • Respond to abandoned vehicle calls
  • Assist with vehicle lockouts
  • Perform Frequent Patrols of neighborhoods
  • Assist with traffic control at special events

Motorist Assists will not be armed or respond to enforcement calls.

How do I become a VOLUNTEER?

To become a Volunteer or Motorist Assist, a formal recruitment process is required and will be available twice a year. Due to the sensitive information our volunteers may have access to, they will be required to submit to the application process as follows:

  • Complete application
  • Oral board interview
  • Fingerprints
  • Background check
  • Criminal history check

Required training will be provided and will vary based on the position assigned.  Excellent communication will be needed to ensure a smooth working relationship between the VIP, police personnel, and the Volunteer Coordinator.

Volunteers are asked to donate 16 hours a month and must be 18 years old.  If you have a certain skill set not applicable to the available positions, please continue to submit your information.  We will search to see if there is a unit within the department looking for your unique skills.

The Hiring and Recruiting unit at Chandler Police Department is dedicated to attracting and selecting qualified, diverse candidates to join the department. This team manages the recruitment process from outreach and testing to background investigations and onboarding. Support Services Section

The Records unit at Chandler Police Department manages and maintains official police reports, documents, and data. This team ensures accurate record-keeping, handles public records requests, and supports officers and investigators with timely access to critical information. The Property and Evidence unit at Chandler Police Department is responsible for the secure storage, management, and documentation of all items collected during investigations. This includes evidence, found property, and items held for safekeeping. The unit ensures proper handling, chain of custody, and eventual release or disposal in accordance with legal standards and departmental policies.
