On December 18, 2014, President Obama signed an Executive Order establishing the “Task Force on 21st Century Policing.” Task Force Members sought expertise from stakeholders and input from the public through listening sessions, teleconferences and written comments as they worked to identify best practices in policing. The Task Force submitted an initial report to the President on March 2, 2015 and released the final report on May 18, 2015.
Upon release of this report, the Chandler Police Department reviewed the recommendations to determine where improvements could be made to its procedures, policies, and “best practices.” By doing so, the Department felt that it would strengthen relationships with the community and demonstrate the highest standards of performance.
Although it was clear that the vast majority of the recommendations in the report have been practiced for many years, some were not part of the Department’s existing strategies but did have considerable merit. With this report in mind, Department members made the commitment to review and revitalize strategies currently in use and to implement other strategies in order to enhance interactions with the community we serve.
In June 2016, the Chandler Police Department completed the roll-out of body-worn cameras (BWCs) to all patrol officers. The Department has already experienced benefits derived from this technology to include an improvement of community trust, increased officer safety, and highly valued evidentiary materials for trials.
The full-implementation was preceded by a carefully executed process. It began in 2014 with a beta phase of the project. Several employees throughout the Department participated in the evaluation and selection of the BWCs themselves. Additionally, technical evaluations were performed to determine best practices with regards to usage policy, storage requirements and compliance with State repository requirements. Further, careful consideration was made when designing the training curriculum for the BWCs. Consequently, full implementation has been very efficient and remarkably smooth.
The BWCs selected are the Taser Axon Flex. The Department uses Evidence.com – a cloud-based service – for its video storage solution.
This year, the Chandler Police Department hired nine police officers. Additionally, the Department hired 25 full-time civilian employees and two part-time contract employees.
