Office of the Chief

Chief Duggan continued to serve as a member of the International Association of Chiefs of Police (IACP) Board of Directors and the IACP Policy Center Advisory Group in 2018. Additionally, he serves as a member of the Arizona Criminal Justice Commission, the Arizona Association of Chiefs of Police, the East Valley Chiefs of Police Association and the ASU School of Criminology and Criminal Justice Advisory Group. Chief Duggan was awarded the 2018 Community Advocate of the Year award from the Si Se Puede Foundation.

Assistant Chief Zdilla oversees the Field Operations Division, Technology Section and Police Operations Support. He serves on the IACP Technology and Communications Committee.

Assistant Chief Cox oversees the Criminal Investigations Bureau, Support Services Section, Communications Section and Operational Support Bureau. He serves as Chairperson of the Governor’s Office Parents Commission on Drug Education and Prevention and on the Executive Board of the FBINAA Arizona Chapter, and as a member of the Chandler Public Safety Pension Retirement System Board.

 

Media Relations Unit

The Chandler Police Public Information Office (PIO) serves all local and national media outlet members, citizens and internal customers with a variety of duties.  Members of the PIO Unit are instrumental in organizing and supporting the yearly Chandler Police Department’s Annual Awards Ceremony, Volunteer Awards Ceremony and the Quarterly Awards & Promotion Ceremonies. During 2018, the PIO Unit supported the Chandler Police Youth Academy, G.A.I.N Kickoff Events, Fuel of Dreams, Domestic Violence Commission, Tip A Cop, Walk Like MADD, Mayor’s Day of Play, Breast Cancer Awareness Month, Special Olympics, Pizza With A Cop, Cadet Competition, Law Enforcement Torch Run, W. Steven Martin Toy Drive, and Coffee With A Cop events with social media advertising, photographs, videos and press releases.

The PIO Unit created a social media group comprised of various sworn and civilian unit representatives within the organization. The focus of this group is to enhance the social media presence, provide innovative content, and showcase our talented and diverse personnel within our organization.

The Unit disseminated over 40 press releases this year and conducted numerous radio, newspaper and on camera television interviews. The PIO also processed all public records requests.  A major component of the Unit is the management of the Department’s social media sites such as the Twitter, Facebook, Instagram and the official Chandler Police Department website account. The Department has seen an increase in followers with well over 22,000 on Twitter and over 23,000 on Facebook.

The PIO Unit is extremely active on social media sites and the goal is to provide educational and safety related content to our community members who live, work and visit our city.  The Chandler Police Department remains as one of the top agencies in social media posts and engagement in the valley.

Professional Standards

The Internal Affairs Unit oversees the handling of all internal investigations, as well as internal and external complaints.  In 2018, the Unit logged nine external complaints, 29 internal complaints, 109 counseling statements, and four early intervention programs.

The Hiring Unit handles all aspects of recruiting, hiring and pre-employment background checks, which includes hosting recruitment processes for positions ranging from police officer to dispatcher to detention officer.  In 2018, this Unit hired 24 police officers, and 18 civilian employees. The Unit also facilitated over 27 recruitment events, which included two police officer testing processes. Members of this Unit also conducted 22 audits in 2018, ensuring quality control and confirming that Department and accreditation standards are met. In 2018, the in-house polygrapher completed 90 pre-employment polygraph exams for the Department.

The Accreditation Manager oversees all components of the re-accreditation process. There are 170 proofs of compliance required by the Commission on Accreditation for Law Enforcement Agencies (CALEA) in order to maintain accredited status.  In 2018, the Department performed 84 policy revisions.

By investing in the future and maintaining best practices, the Chandler Police Department will continue to instill citizen and employee confidence in the Department and position itself as a world class organization.
